Construction Products Regulation (CPR)
Construction Products Regulation (CPR) proposal COM(2008)311- Regulation laying down harmonised conditions for the marketing of construction products - has for objective a simplification of Council Directive 89/106/EEC to insure the free circulation of construction products in the EU.
It concerns construction products which comply with the following definition: "a product which is produced for incorporation in a permanent manner in construction works, including both buildings and civil engineering works, and which is placed on the European internal market."
Important issues addressed:
• CE-marking;
• Members States (MS) to remain responsible for the safety of works;
• MS must regulate according to technical specifications defined at EU level;
• Only recognised legal declaration of performance/characteristic related to essential requirements;
• Manufacturers exempted from procedures only when contractors and/or MS do not require declaration of product performance characteristics.
The final official version of the CPR, as adopted on 9 March 2011 and published in the Official Journal of European Union of 4 April is available in all official EU languages here. The CPR will enter into force on 1 July 2013. In the meantime, Cerame-Unie will work with the EC and the EP and other stakeholders on the development of the required implementing measures.
