IPPC Directive
The IPPC Directive (Integrated Pollution Prevention and Control Directive) has been adopted in 1996 and amended 4 times. A codified version was published in 2008.
BREF documents
BREF documents (Best Available Technique Reference Documents) are prepared for each industrial sector within a Technical Working Group (TWG). Commission, Member States and Industry are represented in these meetings which take place in Sevilla (hence called the Sevilla process). The first Ceramics BREF was published in 2007, its review is expected after 2013.
Ranges of Best Available Technique Associated Emission Levels (BATAELs) are given for different pollutants for the different ceramic subsectors. These BATAELs are the basis for competent authorities to set Emission Limit Values (ELVs) in the industry permit.
Cerame-Unie is a member of the IPPC Information Exchange Forum (IEF) chaired by the European Commission.
IED (Industrial Emissions Directive)
The European Commission (EC) presented its proposal for the IED already in December 2007 with the aim to strengthen the role of the BREF Documents. This IED is a recast of the current IPPC Directive and merges seven existing Directives dealing with emissions.
Cerame-Unie has been an official partner in the European Commission IPPC Advisory Group leading up to the Commission proposal and has made productive contributions throughout the recast process.
The Industrial Emissions Directive has been published in the EU Official Journal on 17 December 2010 and entered into force on 6 January 2011. Member States have 2 years to implement the new Directive into national legislation. Cerame-Unie is a member of the Article 13 Forum, chaired by the European Commission, where currently the guidance document on how to write or review a BREF document are drafted.
