Air Policy discussions in the European Parliament

In recent months, discussions progressed in the European Parliament on the Medium Combustion plants Directive (MCPD) and the Reduction of national emissions of certain atmospheric pollutants (NECD). Trialogue discussions on the MCPD resulted in a further extension of exemptions from the scope, whilst maintaining the exemption for furnaces and dryers. The compliance dates were shifted to 2025 and 2030 in line with the NECD compliance dates.

 

Regarding the NECD, a European Parliament Plenary vote took place on 28 October. The matter had been referred back to the ENVI committee for reconsideration which will enter into negotiations with the Council of Ministers with a view to reaching a first-reading agreement. The Environment Council adopted a General Approach (qualified majority) on 16 December. Discussions with the European Parliament should continue in 2016.
