The EC proposal for the EU ETS Directive review, published in July 2015, includes provisions to set up an Innovation Fund. The intention is for such a fund to be endowed with 450 million allowances to support large-scale carbon capture and storage, renewable energy and low-carbon projects in energy-intensive industries. A consultation process with stakeholders and industry experts was launched in January 2017. Over the following months, experts gave their input on the state-of-play for decarbonisation within their industries and the financial requirements associated with these. The consultation period has been completed and this culminated with the publication of “Finance for innovation: Towards the ETS Innovation Fund”. This report was launched on 12 June 2017 and it brings together the key recommendations from industry for how an Innovation Fund could besaddress our needs.
